The first thing I will teach you are the three money cheats.
In the lot view:
kaching~ adds 1,000 simoleons to that family's funds
motherlode~ adds 50,000 simoleons to that family's funds
In the neighborhood view:
familyFunds [family's last name] [+/-][amount] For example, if I wanted to give myself 10 simoleons, I would type, "familyFunds Blake +10"

If you are decorating, and want to place objects and floor tiles where you normaly wouldn't be able to, these next few cheats are the ones for you!

'moveobjects on'
allows you to overlap objects on the grid, and make new objects, like this fountain plant.

You can also place a tree close to a car, so it looks like the car crashed into it, this is a great cheat for pictures in stories.

'boolProp locktiles false'
allows you to put flooring on the road. If you want a dirt road, now you can have one!

Okay, now here are the rest of the cheats I have!

'roofslopeangle [15-75]'
allows you to change the height of your roof. 75 is the tallest (shown above).

'boolProp simShadows true'
allows you to see a sim's shadow.

'boolProp objectshadows false'
removes shadows from exterior of the house
~~~~
'boolProp guob false'
removes shadows from interior of the house

'boolProp displayPaths true'
allows you to see a blue and green line on the path your selected sim is traveling on.

'StretchSkeleton [#]'
allows you to make sims of different heights.
1.0 is normal height. The picture is set as 3.0.

'intProp maxNumOfVisitingSims [#]'
allows you to invite more than two people to your parties.

'aging [on/off]'
allows you to stop the aging process so your sims will never grow old.

'deleteAllCharacters'
deletes every sim living in the selected neighborhood

'boolProp snapobjectstogrid false'
allows you to place objects wherever you want to, even if it is not in the grid squares.

'boolProp testingcheatsenabled true'
allows you to do many things. (my favorite one!)
search 'boolProp' under how to/tutorials to find a great story describing the many uses of this cheat.

'boolProp constrainfloorelevation false'
allows you to raise/lower floors of foundations you wouldn't normaly be able to.
Great for bridges!

'boolProp useEffects false'
allows you to turn off things like memories, speech balloons, and it makes the sky black!!

'boolProp allow45degreeangleofrotation true'
allows you to place furniture diagonally.

'setHighestAllowedLevel [#]'
allows you to create more than five stories in a building.

'boolProp dormSpecificToolsDisabled [true/false]'
allows you to open build and buy modes in a dorm lot

'changeLotZoning [residential/community/greek/dorm/secretsociety]'
allows you to change the type of lot after it has already been placed. type in lot view, must re-enter lot to see change.

'showHeadlines off'
allows you to turn off thought balloons.

'unlockCareerRewards'
allows you to access all of the career rewards.

'MaxMotives'
fills all needs for the sims on the lot

'motiveDecay off'
turns the need decay off.
~~~~
'lockAspiration [on/off]'
stops increase/decrease of aspiration level
~~~~
'aspirationLevel [0-5]'
sets aspiration level to specified number (0=low, 5=high)

aspirationPoints [#]
allows you to give yourself aspiration points without earning them.

'agesimscheat on'
allows you to choose an age for the person you are talking to as an interaction

'boolProp showFloorGrid false'
removes grid in build and buy mode

sets hour of the day. (military time)
