The first thing you want to do is note which "number" neighbourhood you're working in. I took the liberty of typing in their numbers. It is important to note this. In this tutorial, I will be using Strangetown for my example. The number for Strangetown is N002. Remember this. As you can see, Pleasantview is N001, and Veronaville is N003. Any custom neighbourhoods thereafter are numbered according to what order they come in after these three.

Then, you want to take the snapshot of what you want the title page to be.

Return to the desktop and open My Documents. then, you want to open EA Games.

And this is VERY IMPORTANT!!! You do not head to the Storytelling folder. You go to "Neighbourhoods".

Remember the neighbourhood number you had to remember? This is where it comes in. Because I'm using Strangetown (N002), I'm going to click on that folder, like shown above.

NOW you can click the Storytelling Folder WITHIN the N002 folder.

You should now see many snapshots that you have taken before in this neighbourhood, and that were there at the time the game was purchased. Find the snapshot you just took and double click on it.

Right click on it, then go to Open With...Picture It! --You can use your prefered image editor. Mine is Picture It!

Play around the with the tools. Here, I went to Edges...Soft Edges. I adjusted it to how much 'softness' I wanted in the picture. Add your text, save, and you're pretty much through! You might want to copy and paste this into the thumbnail version of your original image, which you'll find in the folder.
